Dominic Mellor
Senior ADB Economist & MBI Project Lead

Dominic designed and leads the MBI. Dominic is also currently the ADB Senior Country Economist in Viet Nam. Prior to joining the ADB, Dominic has worked in both the private sector and public sector across several regions including the Asia-Pacific, Middle East and West Africa. His assignments have covered a range of topics including economic competitiveness, private sector development, financial sector development, and debt management.
Roger Thomas Moyes
Project Director & Senior Access to Finance Advisor

Tom is MBI’s Senior Access to Finance Advisor. Prior to joining MBI, Tom spent seven years with the World Bank Group, serving most recently as Senior Technical Advisor to the AgriFin Program, and before that as IFC’s A2F Program Manager in Indonesia. Mr. Moyes worked previously with ADB as a financial sector specialist focused on rural and microfinance. He is the author of several recent publications on rural and agricultural finance. Tom started his career as a commercial bank loan officer for Swiss Bank Corporation in New York City.
Phan Vinh Quang
Deputy Project Director

Quang joined MBI in June 2015 as Deputy Project Director. Quang brought to MBI his 20 years of track-record experience in commercial and development projects on privatization, SOE reform, capital and financial sector development, private sector development, regulatory and competitiveness reforms, governance, and trade liberalization. Quang is a development innovator who wants to shape and on the cutting edge of change. He has an MBA from University of Bath in the UK and a Bachelor of Economics from Foreign Trade University in Viet Nam.
Khemara Ros
Access to Finance Specialist

Khemara has experience working on various aspects of business environment including rules and regulations for business entry, and business and licensing. On access to finance, Khemara developed and managed a Secured Transactions development project focusing on legal framework, collateral registry system, and capacity building for banks. He worked for 7 years with the IFC from 2007 to 2014.
Sambath Sak
Cambodia Project Manager

Sambath is implementing the Mekong Business Initiative in Cambodia. Prior to joining MBI, Mr. Sak has worked for nearly 20 years with development partners particularly USAID, DANIDA, WB, and DFID mostly in areas of agribusiness value chains, trade, SME development, and access to finance.
Rubkwan Choldumrongkul
Lao PDR Project Manager

Rubkwan is a Vientiane-based legal advisor of MBI. She joins the project with extensive government advisory and private sector experience in Laos. She is a Thai qualified lawyer and barrister and has worked across the Greater Mekong Sub-region. She specializes in secured transactions and commercial law.
Tin Htun Win
Myanmar Project Manager

Tin is a life-long Myanmar professional program manager/coordinator – with extensive private sector, NGO and local UN experience. He has worked for ten years in commercial operations, HR, and financial management and 12 years in humanitarian services, development and public health. Since 2013 he has served as private sector partnerships officer of Livelihood and Food Security Trust Fund (LIFT) helping to strengthen policies, laws and regulations affecting agriculture, livestock, fishery, rural-based industry, and economic growth in Myanmar.
Tu Thu Hien
Viet Nam Project Manager

Hien leads the development of and manages the Viet Nam project portfolio, targeting support to small and medium enterprises. Prior to joining MBI, Ms. Hien has worked for the Vietnamese Government, for international development agencies and Non-Governmental Organizations. She has extensive experience in managing large projects supporting private sector in different areas, including business regulations, agriculture, energy and low carbon growth, health and education.
Ngo Hong Diep
Deputy Viet Nam Project Manager

Diep manages and implements the Viet Nam portfolio project. Prior to joining the MBI, Diep worked as a Governance Consultant for the World Bank Office in Viet Nam. In this capacity, she promoted and advocated for transparency, access to information and accountability in Viet Nam.
Jason Lusk
Communication Specialist
In addition to managing Communications for MBI, Jason helped MBI design and launch the MIST accelerator for tourism startups in the greater Mekong subregion. A career marketing communications professional with 20 years of experience, Jason founded and leads the marketing communications agency Clickable Vietnam. Jason previously worked as Microsoft Vietnam’s digital marketing lead and as vice president at the U.S. ad agency Cramer-Krasselt.
Froniga Greig
Gender Advisor

Froniga Greig is a Gender Adviser with 17 years international work experience in more than 20 countries. She has lived and worked extensively in South East Asia but has also worked in Africa, the Pacific and Central and Eastern Europe. Froniga’s gender expertise focuses on ending gender based violence, building gender responsive governance and institutions and increasing women’s economic empowerment.
John Tran

John focuses on developing startup ecosystems and financial innovation at MBI. He designed and implemented the regional Global Innovation, Technology and Entrepreneurship Convergence (GITEC) technology transfer platform. With a background in business development coaching, network building and startup ecosystem assessments, he has spent the last decade working with startups in policy advising, management consulting and venture investment.
